Cat Trapped
This is the craziest thing I have seen in Belgrade and a hugely sad situation if true! As I was walking home today, I passed the Serbian Army Building (Francuska and Brace Jugovica Streets; across the street from the Opera House). There was a black cat trapped under the concrete stairs leading up to the front door of the Army Building. It doesn't seem to be able to squeeze through the opening between the steps and I was told, by the soldier on duty, that it has been there for 3 years! Locals supposedly feed it in its captivity and thus the years go by. Any ideas or "connections" to help rescue this cat would be greatly appreciated.

Well you could continue another block over, in back of the "Dom Zdravlja" in Simina street, there are
about 155 cats roaming around meowing night and day for food. People feed them, and as there
are a few vets living in the adjacent buildings I have been told there is no institution that
takes them. I too would love to hear if someone knows who I could call to take away all the cats
from the courtyard, as their number keeps growing.

That is unreal. Poor devil. Surely someone could break off a piece of concrete and free it?
